Put 1 chicken breast on a piece of plastic wrap and cover with another piece of plastic wrap. Using a rolling pin, pound the chicken breast to a thickness of ¼ inch. Repeat with the remaining chicken breasts. Remove the plastic wrap and season the chicken with the 1 teaspoon salt and the 1 teaspoon pepper.
Put the flour in a shallow bowl. Put the egg in another shallow bowl and beat with 2 tablespoons water. Put the bread crumbs, Parmegiano-Reggiano, garlic powder, and the remaining ½ teaspoon salt and ½ teaspoon pepper in a third shallow bowl and mix well. Dip each chicken breast into the flour, coating evenly on both sides, then the egg mixture, followed by the bread crumbs, shaking off any excess mixture and pressing firmly to coat.
Add ¼ inch oil to a large skillet and heat over medium heat. Cook the chicken until golden brown, 2 to 2½ minutes per side. Put the chicken on a paper towel–lined plate to absorb any excess oil. Serve with arugula and cherry tomatoes, with the lemon wedges alongside.
